Move the workman around to match up all the manhole covers.
When he passes over a manhole, he flips the cover so that the opposite side's design is showing.

When you touch one of the arrow buttons, the workman will start walking in that direction, and he won't stop until he hits the edge of his work area or a building.
Remember, the manholes must match!
