You can touch and slide to bring diners and dishes over from the left-hand edge and fill up empty spaces.
Diners must sit facing each other, and you can't move diners who were seated already.

There must be at least one dish between pairs of diners, but there can't be other diners or pot plants in the way.
And dishes must always be between diners, not left to go cold!
