You cannot place it in a location containing no sailors.

Let's focus on the sailors that have their flags raised from the beginning.
These three sailors will need to receive two commands; one to lower their flags and a second to raise them again.

Hint 2

Position your command area centrally so that the sailors at the top and to the right who have their flags raised from the beginning will lower their flags.

Hint 3

Place your command areas over-lapping from the top and bottom so that the sailor on the left whose flag was raised originally will receive two commands, one to lower his flag and one to raise it again.

Issue a command to the single sailor at the top-right.
Then just use your final command to have all of the sailors with their flags raised.
